- Preheat your oven to 375°F (190°C).
- In a medium skillet, heat olive oil over medium heat and sauté diced green bell pepper and onion for about 5 minutes.
- In a large mixing bowl, combine ground beef, breadcrumbs, egg, milk, Worcestershire sauce, garlic powder, salt, and black pepper.
- Take half of the meat mixture and press it firmly into the bottom of a loaf pan.
- Layer 4 slices of provolone cheese over the meat mixture, then spoon sautéed green pepper and onion over the cheese.
- Cover with the remaining meat mixture, sealing the edges.
- Bake in the preheated oven for 45 to 50 minutes.
- In the last 5 minutes, add 4 more slices of provolone cheese on top.
- Let the meatloaf rest for 5 to 10 minutes before serving; garnish with fresh parsley if desired.
