- In a separate bowl, combine flour, baking powder, and salt, then cut in butter until crumbly. Slowly add milk until just combined.
- Drop spoonfuls of the dumpling dough over the beef mixture and cover the skillet. Reduce heat to low.
- Steam the dumplings for 15 minutes with the lid on, then allow to sit for another 5 minutes before serving.
