- Peel and cube about 2 pounds of potatoes, boil in salted water for 15-20 minutes until fork-tender. Drain and mash until smooth.
- In a mixing bowl, combine warm mashed potatoes with half of shredded cheese, green onions, an egg, salt, and pepper. Mix until well-blended.
- Roll portions of the potato mixture into small balls, about 1-2 inches in diameter, and place on a parchment-lined baking sheet.
- Coat each puff in breadcrumbs and set back on the baking sheet.
- For frying, heat 2 inches of oil in a skillet to 350°F, fry puffs for 3-4 minutes until golden. For baking, preheat oven to 400°F, spray puffs and bake for 20 minutes.
- Transfer cooked puffs to a paper towel-lined plate, allow to cool, and serve with dipping sauces.
